School Bus Loading and Unloading Procedures

Loading and unloading is the highest-risk moment in school bus operation. According to the National Association of State Directors of Pupil Transportation Services, more children are killed in school bus loading/unloading zones than in any other school bus-related circumstance. The procedures exist because every one of them was written in response to a real tragedy. This guide covers the complete loading and unloading protocol that every school bus driver must follow. Approaching the Stop

The loading/unloading procedure begins well before the bus comes to a complete stop. Here's the approach sequence:

1. Check mirrors for traffic conditions as you approach the stop
2. Activate amber warning lights 200–300 feet before the stop (or per state law — some states require 100–500 feet)
3. Begin braking smoothly — no sudden stops that could jostle seated children
4. Pull as far to the right as safely possible without going off the roadway
5. Stop the bus completely — the bus must be fully stopped before opening the door
6. Put the transmission in neutral and set the parking brake
7. Check all mirrors — left flat, left convex, right flat, right convex, both cross-view, and interior — to confirm it's safe to open the door

Loading Procedure: Children Boarding the Bus

1. Open the service door — this automatically activates the red flashing lights and extends the stop arm
2. Count children as they board — note how many enter the bus
3. Instruct children to use the handrail and to move directly to their seat
4. Confirm all children are seated before closing the door — check the interior mirror
5. Close the service door — this deactivates the red lights and retracts the stop arm
6. Check all mirrors again — ensure no children are still outside the bus
7. Count children one final time — the number on the bus should match the number you counted boarding
8. Release the parking brake and pull away slowly and smoothly

Unloading Procedure: Children Exiting the Bus

1. Approach the stop with the same procedure as loading (amber lights, smooth stop, parking brake)
2. Check all mirrors before opening the door
3. Open the service door — activates red lights and stop arm
4. Count children as they exit — note exactly how many leave the bus
5. Instruct children to use the handrail when exiting
6. For children who need to cross the road: Instruct them to walk at least 10 feet along the right side of the bus, then stop at the edge of the bus (so you can see them in the cross-view mirror)
7. Check all mirrors — confirm all traffic in both directions has stopped
8. Give the hand crossing signal — a visible hand motion signaling it is safe to cross
9. Watch children cross — keep them in your line of sight the entire time. Do not let them run
10. Count children again — confirm all are either on the sidewalk, at their bus stop, or safely clear of the road
11. Do not close the door until every child is accounted for and clear of the bus
12. Close the door and check mirrors one final time before pulling away

The Crossing Signal

When children must cross the road, the driver must give a clear crossing signal. The standard procedure:

1. Children walk 10 feet along the right side of the bus and stop at the front corner of the bus
2. The driver checks all mirrors and confirms all traffic has stopped in both directions
3. The driver gives a hand signal — typically an open-palm wave or a thumbs-up — indicating it is safe to cross
4. Children walk across the road in front of the bus, staying in the driver's line of sight
5. Children look both ways as they cross, even though the driver has signaled
6. The driver watches until every child has safely reached the other side

Never allow children to cross behind the bus. Never allow children to cross without your signal. Never give the signal until you have checked every mirror and confirmed all traffic has stopped.

Special Situations

Railroad Crossings

School buses must stop at all railroad crossings. The procedure:

1. Stop no closer than 15 feet and no farther than 50 feet from the nearest rail
2. Set parking brake and open the driver's window and service door
3. Look and listen in both directions for trains
4. Close the door before crossing (so children can't exit during the crossing)
5. Cross the tracks without shifting gears

Emergency Evacuation

If the bus must be evacuated (fire, crash, mechanical emergency), the driver must:

1. Stop the bus in a safe location, off the road if possible
2. Set the parking brake, turn off the engine, and remove the key
3. Instruct children to evacuate through the nearest safe exit (front door, rear door, or emergency windows)
4. Direct children to move at least 100 feet from the bus — uphill and upwind if there's fire or smoke
5. Account for every child — count heads once everyone is off the bus
6. Call 911 and the school district dispatcher
7. Do not allow children to re-board the bus until it's cleared by authorities

Drop-Off Safety

When dropping off a child at their stop, the driver must ensure:

• The child's parent/guardian is present if the child is young (district policy varies)
• If no one is there to receive a young child, do not leave the child alone — follow district protocol (usually return the child to school)
• Children exit only at their designated stop, not at random locations
• The driver waits until the child is safely clear of the bus before pulling away

The School Bus (S) endorsement test will ask detailed questions about loading and unloading. Know these facts:

• Amber lights activated 200–300 feet before the stop
• Red lights and stop arm activate when the service door opens
• Children cross 10 feet in front of the bus, never behind

• Check all 8 mirrors at three points: before opening door, before closing door, before moving
