What Is the Training Provider Registry?

The Training Provider Registry (TPR) is a federal database maintained by the FMCSA that lists every organization authorized to provide Entry Level Driver Training. The TPR serves two critical functions:

  1. Provider Registration: Every training provider — whether a driving school, trucking company, community college, or online platform — must register on the TPR and certify they meet FMCSA training standards.
  2. Completion Reporting: After a student completes ELDT training, the provider must submit that completion to the TPR. The state DMV checks the TPR before allowing any CDL applicant to take their skills test.

Think of the TPR as the gatekeeper of the ELDT system. No TPR registration = no ELDT training. No TPR completion record = no CDL skills test. It's that simple.

How TPR Works — For Students

You don't need to interact with the TPR directly. As a student, here's how it works from your perspective:

Enroll with a Registered Provider

Make sure your training provider is on the TPR. You can search for providers at tpr.fmcsa.dot.gov. CDL Study Buddy is registered and authorized to submit completions.

Complete Your ELDT Course

Finish all required units, sections, and quizzes. Pass each quiz with the required score (80% minimum). Your progress is tracked automatically.

Provider Submits to TPR

When you arrive for your CDL skills test, the DMV examiner checks the TPR to confirm your training is registered. If the record is there, you test. If not, the DMV cannot proceed.

How TPR Works — For Training Providers

If you're a driving school or training organization, here's the provider-side process:

  1. Register on the TPR: Submit your organization's information, instructor credentials, and curriculum details through the FMCSA portal. You must certify your curriculum meets all ELDT standards.
  2. Receive a TPR Provider Number: FMCSA assigns a unique provider ID used for all future submissions.
  3. Train Students: Deliver the required curriculum — both theory (classroom/online) and behind-the-wheel (range + road) as applicable to your offering.
  4. Submit Completions: When a student finishes training, submit their name, CDL number (or permit number), date of birth, and course completion details to the TPR. This is done electronically through the TPR portal or API.
  5. Maintain Registration: Re-certify periodically (typically every 2 years) to stay active on the TPR. FMCSA may audit training records at any time.

Important for Students

You cannot submit your own completion to the TPR. Only registered training providers can make submissions. If you complete training from a non-registered provider, the DMV will not accept it. Always verify your provider is on the TPR before starting training.

How to Search the Training Provider Registry

The FMCSA provides a public search tool at tpr.fmcsa.dot.gov/Search. You can search by:

  • Provider Name: Enter the school or company name
  • Location: Search by city, state, or ZIP code
  • Training Type: Filter by theory-only, BTW-only, or full-service providers

How long until my completion appears in the TPR?

What if the DMV can't find my TPR record?

First, confirm with your training provider that they submitted your completion. Check your dashboard for confirmation. If the provider confirms submission but the DMV still can't find it, verify your name and date of birth match what was submitted to the TPR — a typo is the most common cause of missing records.

Can I fail ELDT and need to restart TPR registration?

ELDT is completion-based, not pass/fail at the program level. If you fail a quiz, you can retake it. As long as you eventually pass every section, you complete the course and the provider submits your completion to the TPR. There's no TPR “failure” record.

Does TPR registration cost money?

Registration for training providers is free. FMCSA does not charge providers to register on the TPR. Any cost you experience is from the training provider itself — which is why CDL Study Buddy offers theory courses at no charge.

What happens to my TPR record after I get my CDL?
